Before applying for your firearms license, which is either a License to carry (LTC) or a Firearms identified card (FID), please ensure that you meet the following requirements:

  • Must be a United States Citizen or provide proof of Naturalization.
  • Resident Aliens (green card holders) can apply for an LTC or FID card through their local
    police departments. Individuals with any other type of immigration papers (such as student
    or work VISAs) can apply for a resident alien permit to possess non-large capacity rifles and
    shotguns through the Firearms Records Bureau.
  • Must be a Tewksbury resident. You must provide proof that you are a current resident.
  • Must be eligible to be issued an LTC or FID, please review see below to determine eligibility

  • If you are a new applicant, that you have completed your required safety course.
  • The Licensing Authority may require other documentation as necessary.

Massachusetts LTC/FID (NEW licenses and RENEWALS) Application

The Massachusetts Firearms Records Bureau licensing portal is now the primary method of applying for a NEW or RENEWAL license. Use this link to create your online account with MIRCS Login | MIRCS Firearms Licensing Portal. You will use this portal for all your firearms licensing needs, including applications, PIN number retrieval, receipt of submission, change of address and more. You can also attach files to your application, such as a copy of your license, copy of your safety certificate, Etc. When you submit the application through the portal, the police department is notified and will reach out to you. Someone may schedule a time for you to come in person to the station, this will be the time to pay if you wish to do so in person. Please do not stop in to pay unless you have been contacted by either Lt. Harrington or Joann Harris.

Application Packet if mailing in/dropping off NOTE: USING THE MIRCS PORTAL IS THE PREFERRED METHOD AND THE QUICKEST.

If you are mailing in your application or dropping off, you may pay by check or Money Order ONLY, made out to “Town of Tewksbury”. The Fee is nonrefundable, and CASH IS ONLY ACCEPTED IN PERSON. If you are over 70 and renewing a LTC/FID there is no fee. Please review the fee schedule below if you are not sure of your fee.

If you are applying by mail or in person, your application packet must be in a sealed envelope,
and must include the following:

  • The completed application MUST INCLUDE your SSN, it is not optional, and Driver’s License Number on the application line where it requests it.
  • A copy of your completed Massachusetts State Police approved firearms safety course, or Massachusetts basic hunter education course for FID NOTE: these are the only acceptable safety courses, any out of state courses or courses that do not contain the approved State Police letterhead(LTC) are not accepted. Active Duty US Military and Massachusetts National Guard Members do not need to take the Firearms Safety Course.
  • A photo-copy of your Massachusetts driver’s license or other government issued ID, such as passport, Active Duty Military or dependent ID’s are accepted.
  • Please provide (1)additional proof of residency, (voter registration, current utility bill, excise bill, current mail, etc)
  • If renewing your license from another town you must have completed the Change of Address Notification Form prior to submitting your application. The form is available on the MIRCS Portal and at www.mass.gov/eopss/firearms-reg-and-laws/frb/firearms-forms-and-applications.html.
  • If you are a business owner you can no longer apply in the town of your business, you must apply to the town you reside in, or to the Firearms Records Bureau if you are a non-resident.

You may either drop off the application packet in person or mail the application to the police station noting “FIREARMS LICENSING “ on the envelope. The mailing address is 918 Main St Tewksbury, Mass 01876. You can include a check or money order.

Once the application is received, the Firearms Licensing Officer will conduct a local and national criminal records background check. A criminal record may prevent you from obtaining a License to Carry Firearms or a Firearms Identification Card. Your application may be approved or denied by the Chief of Police pursuant to all applicable laws. A second review will be conducted by the Firearms Record Bureau. If approved by both, then the Firearms Records Bureau prints out the card and mails it to the Police Department. Once received by the department it will be mailed out to your residence. If you are denied, you will receive a letter in the mail with details of the reason for denial, and further instructions regarding your right of appeal.
